Section B (For broadcasters electing Option Two)

On its analog channel, and its primary digital stream, a station must run an average of 16 transition-related PSAs and 16 transition-related crawls, snipes, and/or tickers per week in each quarter, all between the hours of 5 a.m. and 1 a.m. It must also run one 30 minute DTV-related informational program once, and one 100-Day Countdown piece per day for the 100 days prior to the conclusion of the transition. Comment boxes MUST be used to describe these compliant activities (See rules for additional details).

A TOTAL OF 252 DTV'S AND 372 CST'S RAN FROM JULY 1 TO SEPTEMBER 30, 2008. WE SCHEDULE A MINIMUM OF 20 PER WEEK FOR BOTH PSA'S AND CST'S. WITH THE ADDITIONAL 53 PSA'S WITH NBC AND OPRAH, OUR TOTAL PSA'S ARE 305, EXCEEDING THE REQUIRED MINIMUM AMOUNT. THE 20 PSA'S AND CST'S PER WEEK ARE ALSO RUN ON K15CZ, OUR LOW-POWER STATION, THAT IS BROADCAST ON OUR DIGITAL STREAM, CABLE AND SATELLITE.

HERE IS THE SCRIPT FROM THE STORY THAT RAN ON 9/11 FURING THE 6PM NEWSCAST. TOTAL STORY WAS 4:05 MINUTES IN LENGTH.
IN TONIGHT'S CONTACT K-Y 3, THAT DIGITAL TELEVISION DEADLINE IS NEARING. CONTACT KY-3'S CARA RESTELLI SHOWS US WHICH CONVERTER BOXES DID THE BEST IN CONSUMER REPORTS TESTING. CONSUMER REPORTS JUST TESTED DOZENS OF THE CONVERTER BOXES TO HELP YOU FIND A GOOD ONE. MARY LINKOWSKI WAS STUNNED BACK IN DECEMBER WHEN SHE LEARNED HER ANALOG TV WOULD GO BLACK IN FEBRUARY 2009. TERRY LINKOWSKI SAID "I DON'T BELIEVE IT." SHE DOESN'T WANT TO PAY FOR CABLE OR SATELLITE, SO HER SON'S GETTING HER SOMETHING THAT COSTS A LOT LESS. TERRY LINKOWSKI SAID "HE PROMISED THAT HE WOULD GET ME ONE OF THOSE CONVERTER BOXES." CONSUMER REPORTS HAS TESTED TWO DOZEN CONVERTER BOXES COSTING FROM AROUND 50 DOLLARS TO ABOUT 80. BUT THEY'LL COST YOU LESS IF YOU GET A 40-DOLLAR COUPON FROM THE GOVERNMENT. THE TESTS FOUND ALL THE BOXES PRODUCED PICTURE QUALITY RANGING FROM ACCEPTABLE TO OUTSTANDING. ONE OF THE BEST BOXES IS THE TIVAX STB-T9, WHICH COSTS JUST 10 DOLLARS WITH THE GOVERNMENT COUPON. BUT EVEN THOUGH IT'S ONE OF THE BEST CONVERTER BOXES TESTED, BE AWARE A NUMBER OF FACTORS CAN AFFECT PERFORMANCE, INCLUDING WHERE YOU LIVE, THE LOCAL TERRAIN, THE NUMBER OF STATIONS THAT ARE BROADCASTING IN YOUR AREA, SIGNAL STRENGTH, AND THE TYPE OF ANTENNA THAT YOU'RE USING. DIGITAL CONVERTER BOXES ALL COME WITH THE SAME BASIC FEATURES, INCLUDING A REMOTE CONTROL. JIM WILLCOX SAID "BUT SOME BOXES ALSO HAVE BUTTONS ON THE UNIT ITSELF SO YOU CAN OPERATE THEM IN CASE YOU LOSE THE REMOTE." SOME ALSO PROVIDE A COMPREHENSIVE PROGRAM GUIDE WITH DETAILS ABOUT UPCOMING SHOWS. AND YOU MAY WANT TO LOOK FOR ONE THAT LETS YOU ADJUST THE CLOSED CAPTIONING TO MAKE IT BIGGER AND EASIER TO READ. BE AWARE, CONVERTER BOXES DON'T WORK WITH AN OLD-FASHIONED RABBIT EAR ANTENNA. YOU NEED AN ANTENNA THAT RECEIVES BOTH U-H-F AND V-H-F SIGNALS. A TOTAL OF 5 SPEAKING ENGAGEMENTS DURING THE QUARTER INVOLVING 2 OF OUR MAIN ANCHORS, ONE OF OUR METEOROLOGISTS, OUR OPERATIONS MANAGER ANED OUR DIRECTOR OF NEWS OPERATIONS. THEY SPOKE TO A TOTAL OF 200 PEOPLE IN OUR DMA IN MEETINGS FOR TWO FOSTER GRANDPARENTS GROUPS (ONE IN BOLIVAR, MO AND ONE IN SPRINGFIELD) TWO BRANCH LIBRARIES (MARIONVILLE AND MONETT, MO) AND THE NORTHVIEW LEISURE CENTER.
